Update the Cartoon Coal skin

Changes by CrystalDaEevee:
- Fix some UI elements that were incorrectly using the base Cartoon variant instead of the correctly contrasted Cartoon Coal variant
- Use a dark table-header to fix contrast issues
- Fix Licenses.txt
