BlockHandler initialisation is a constant expression (#4891)
* BlockHandler initialisation is a constant expression

If we can't make it all namespaces, this is the next best I guess.

+ Tag handlers constexpr, const as needed
+ Inherit constructors
* Privatise handler functions

* More constexpr
