Multiple 'bit rot' fixes for OpenSSL API changes, including
support to disable TLSv1.3, to avoid issuing multiple session
tickets, and to allow OpenSSL >= 1.1.0 run-time micro version
bumps without complaining about library version mismatches.

Feature: "postmap -F" reads a source file with (key, filename)
entries, and creates database records with (key, base64-encoded
filecontent). This feature will be used for SNI lookup
table support, where each key will be a domainname, and
each value will contain a sequence of (private key, certificate
hierarchy) for that domainname. The same 'value is filename'
behavior is implemented in cidr:, inline:, pcre:, randmap:,
regexp:, and static: maps if the application sets the flag
DICT_FLAG_RHS_IS_FILE. In the forseeable future, this will
- Take maintainership.

py-buildbot-worker:
- Update patch-setup.py to actually fix (package/install) the VERSION
file, rather than just not installing it. The worker passes this files
contents to the master for display in the frontend if it exists,
otherwise sending the string 'latest' or the modification datestamp of
another file. [1]
- Fix startup script to use the filename of itself (the executed script),
not a filename that uses the ${name} variable, which doesnt exist as it
contains an underscore (not a dash), causing the following error when
executed:

Boost 1.68 changed System ABI[1] for C++14 but due to a GCC bug it's
disabled for C++ >= 17. As our Boost package is built in C++17
consumers cannot use C++14. So, disable the new ABI for the affected
GCC versions regardless of C++ standard.
