7281ae375e uemacs: enable -Wstrict-prototypes 
This patch enables the GCC '-Wstrict-prototypes' switch and fixes up broken
prototypes.

3844da04b4 uemacs: rename 'makefile' to 'Makefile' 
I keep typoing 'Makefile' instead of 'makefile'.  I guess it's hard-wired to
the brain by now so just rename the damn thing.
