gnu: Use target-hurd?, system-hurd? instead of hurd-target?, hurd-system?.
* gnu/packages/hurd.scm (hurd-target?): Remove.
(hurd-system?): Move to...
* guix/utils.scm (system-hurd?): ...here.
* gnu/packages/*: Update all users, removing (gnu packages hurd) include where
now unused.
