OpenBLAS performs better than LAPACK, the reference implementation.
This is also consistent with the choice of BLAS/LAPACK implementations
made in most other packages.
* gnu/packages/maths.scm (petsc)[inputs]: Replace LAPACK by OPENBLAS.
[arguments]: Pass "--with-openblas=1".
