David Thompson b7d48312bb build: container: Add feature test predicates.
* gnu/build/linux-container.scm (user-namespace-supported?,
  unprivileged-user-namespace-supported?, setgroups-supported?): New
  procedures.
* tests/container.scm: Use predicates.
* tests/syscalls.scm: Likewise.
