services: oci-container: Allow setting Shepherd actions in oci-container-configuration. ...

* gnu/services/docker.scm (oci-container-configuration)
[shepherd-actions]: New field.
(sanitize-shepherd-actions): sanitize it.
(oci-container-shepherd-service): use it.

* doc/guix.texi: Document it.
