* gnu/system/vm.scm (qemu-image)[preserve-target, inputs*]: New variables.
In gexp, use INPUTS* instead of INPUTS.  Wrap OS and BOOTCFG-DRV in
'preserve-target'.  Pass INPUTS* instead of INPUTS as the #:references-graphs.
