Ludovic Courtès 23f6056b50 system: Change 'file-union' to use gexps.
* gnu/system.scm (file-union): Make 'name' the first parameter; remove
  'inputs' parameter.  Rewrite using 'gexp->derivation'.
  (etc-directory): Adjust accordingly.
  (operating-system-derivation): Ditto.
