This allows 'gettext' to be called on the format string at the site

* guix/import/github.scm (fetch-releases-or-tags): Use 'http-fetch'
instead of 'json-fetch', and guard against 404 errors. Upon 404, emit a
warning and return the empty vector.
This is similar to what 9744cc7b46 did for
'guix pull'.

SIG is false.

This fixes "guix refresh man-pages", for instance.
