* guix/scripts/archive.scm: Use 'module-autoload!' instead of #:use-module
to (guix docker).
This allows users to type:
guix archive -f docker emacs
as was already the case for the 'nar' format.

(build, check): Don't do anything when there isn't a Cargo.lock file

present use cargo install to install binaries to out.
