gnu: icedove-l10n: Fix build.

* gnu/packages/gnuzilla.scm (make-l10n-package)[arguments]<#:phases>:
On 'build phase unconditionally use 'system*' to invoke 'mach', as
'invoke' does not work for icedove any longer.
