gnu: mumble: Build with 'murmur' server component.

* gnu/packages/telephony.scm (mumble)[arguments]: Build 'murmur'.
Remove 'no-server' and add 'no-ice' to "configure" phase.
[description]: Add a sentence about mumble and murmur.
