gnu: guile: Add Bash as an input, to permit cross-compilation.

* gnu/packages/guile.scm (guile-2.0): Add Bash as an input
  when (%current-target-system) is true.  Use %standard-cross-phases as
  a basis when (%current-target-system) is true.
