gnu: Perl: Resolve TODO.

* gnu/packages/perl.scm (perl)[inputs]: Add COREUTILS-MINIMAL.
[arguments]: Unconditionally patch /bin/pwd in Cwd.pm.  While at it, remove
trailing #t's.
