gnu: c-blosc: Build with external libraries and without AVX2.

* gnu/packages/compression.scm (c-blosc)[inputs]: Add lz4, snappy, zlib, and
zstd.
[arguments]: Disable building with AVX2 instructions; prefer our compression
packages over bundled sources.
