gnu: nss: Disable long b64 tests.

* gnu/packages/patches/nss-disable-long-b64-tests.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/gnuzilla.scm (nss)[source]: Add patch.
