gnu: glibc: Fix cross-compilation regression.

Fixes a regression introduced in 12b0dbd.

* gnu/packages/base.scm (glibc)[arguments] <pre-configure>: Add
  #:native-inputs parameter.  Look up "static-bash" first in INPUTS,
  then in NATIVE-INPUTS.
