gnu: vm: Add /etc/issue and a motd.

* gnu/system/vm.scm (system-qemu-image): Build a 'motd' and an 'issue'
  file.  Pass 'unix-pam-service' that motd.  Have /etc/issue point to
  the 'issue' file.
