* guix/build/download.scm (url-fetch)[disarchive-uris]: Accept MIRROR as
a procedure.
* guix/download.scm (%disarchive-mirrors): Add comment.  This change can
only be made once a 'guix perform-download' that understands procedures
is widely deployed.
