espie a9755d3ecd Run mtree before creating the INSTALL_PRE_COOKIE. 
Since that cookie is only used for automatically creating plists,
and since mtree information does not belong in the plist (duplicates...),
this was a definite bug.

This directory does not hold ports, but rather stuff to help
with building specific ports.
