sthen 62ba523d9a update to logtail from the logcheck-1.3.20 release. basically a noop ...

update as the only changes were in files not packaged by this port
which only includes the logtail pieces and skips logcheck itself.
while there use MASTER_SITE_DEBIAN instead of ftp.de.debian.org
