pen still uses net/GeoIP for doing GeoIP lookups. As the functionality isn't really useful with outdated databases, disable it and remove the dependency on net/GeoIP. There is a newer version available but it hasn't been updated to use net/libmaxminddb yet. OK sthen@, jca@
