kili d8562bdfa1 Sigh. Hook hs-mtl to the build. 
I wanted to defer this until we really need it, but it
looks like some ports already need this version of mtl.

So no we have mtl-1 (bundled with lang/ghc) and mtl-2
(in devel/hs-mtl). Haskell library dependency hell.
