Re-enable the mozilla FLAVOR now that we have mozjs185. Add bootstrap to PSEUDO_FLAVOR to prevent the dep loop with WebKit. Move from if PSEUDO_FLAVOR... to BUILD_PACKAGES. Fix DESCR-*
