can be built (needed if we want to add nginx unit with php support). while there patch to tweak a "minimum number of bits" check done for openssl_pkey_new which A) only looks at openssl.cnf settings and PHP code, ignoring that the TLS library sets a default length internally, and B) also checks this when generating named curve EC keys, resulting in a confusing bogus error message.
