- fix icinga-api RUN_DEPENDS (idoutils need not be on the same
machine but it does need php).

- better log_archive_path

- we're building with embedded perl to make it easy to use if
wanted, but it's not suitable with all scripts, so in the default
configuration set use_embedded_perl_implicitly=0
