Move devel/kf5/{karchive,kcmutils} from BUILD_DEPEND/RUN_DEPENDS to
LIB_DEPENDS and fix order LIB_DEPENDS.
Remove "USE_NINJA = samurai". if we run into bulk build issues again, we have
to revert this part.
