cwen e9e5cced4f suricata: Change COMPILER to unbreak on !clang archs ...

Use ports-gcc on !clang archs, because suricata needs thread local storage.
While here, make spacing consistent in the Makefile.
Tested on macppc with gcc-4.9 and gcc-8.3.
