- regen plist
- disable configure tests for timidity, allegro to avoid picking
up deps if installed at build time
- add dep on icu4c
- Daniel Dickman takes maintainer

(discussed with Daniel and mostly in a diff he agreed with which
crossed over with the update being committed ;)
