sthen 7a712579ab - fix py-GeoIP build, missing patch to use -I${LOCALBASE}/include, but we ... can use CFLAGS instead. - install examples/ rather than tests/ - re-enable tests (with new test dependency) but mark them as TEST_IS_INTERACTIVE as they use the commercial GeoIP data files. didn't build so no bump.
