brad 67af2c015e - add name to MAINTAINER ...

- add proper DEINSTALL/INSTALL scripts
- use new framework for PLISTs
- add @comment with RCS id to PLIST
- better DESCR and add HOMEPAGE
- reorganzie Makefile
- add --disable-aa to CONFIGURE_ARGS to ensure we do not have the
posibility of having a blind dependency
