f43862b746 Update to new release 3.1. 
Too many changes to summarize, many bug fixes.

Remove static FLAVOR.

The Perl Shell is a shell that combines the interactive nature of a Unix
shell with the power of Perl. The goal is to have a full featured shell
that behaves as expected for normal shell activity.

f1e7eab840 those packages have not changed names since 3.6, even though their 
packing-lists was changes in significant ways, and they do not have
enough dependencies that pkg_add can detect they changed through their
signature.

Bump the pkgname, so that pkg_add -r will choose to update them.

* Add remaining distribution patches to shut up people nagging about them.
  These patches only affect multi-byte locales, which we don't have yet.

df0cbee649 Remove bash1 port. This has been entirely superseded by bash2. 
Chet doesn't maintain it any longer.  It smells funny.
