Split libfm into core and extra to prevent a circular dependency with an

upcoming menu-cache update. It's not really possible to subpackage this
which is not really an issue as libfm-extra is very fast to build.

"/usr/local/lib/pkgconfig/" is part of mtree(8).
...
Packages should not own this dir to prevent its deletion or a warning that it
cannot be removed because it's not empty at pkg_delete(1) time.
