9a8b5ccd06 Change the shebang line from /bin/sh to /bin/ksh in all ports rc.d 
daemon scripts and bump subpackages that contain the *.rc scripts.

86cc9cacfb SECURITY update to ngIRCd 20.3 
ngIRCd 20, 20.1, and 20.2 contains an error that could crash the server
daemon when the configuration option NoticeAuth is enabled (which is not
the default).
