038ab963ce update to 9.04 and drop strl* patches which are difficult to maintain,
and this code is already present several other times in the ports tree
unpatched. jasper@ has no objections to dropping strl* patches.

ef06c44284 Upstream has rerolled the distfile, pointed out by fgsch. It adds a
translation (we don't use them anyway), and changes an install script
(which we also don't use), so there's no change to the package, hence
no bump.
