In x11/gnome ports we use disable-static inconsistently, usually to get

rid of static module archives; but since we end up manually removing the
libtool la files anyway, just don't bother setting up the tag.

Recently, pango changed its cache directory from /etc/pango to
...
/usr/local/lib/pango/... which resulted in pangox not being able to
store pangox.aliases under the non existent /etc/pango directory -- so
@sample it to make sure it's there.
