9a190ffe23 Now that arm has switched to clang the base compiler has atomic builtins
and accepts -mfpu=neon.

2e4b69e42a use ports gcc on arm to get atomic builtins
ok jca@ (MAINTAINER)

When running make test on arm this currently fails test_urcu_multiflavor,
jca plans to look into this.
