cdc9453974 qucs-s: revert "Fix build with Ninja 1.9.0", which may have fixed the build but 
it broke runtime. This builds ok with current ninja+cmake anyway without the
patches. From Alessandro De Laurenzis (maintainer).

7b4d773163 Import qucs-s-0.0.21. 
Qucs-S is a spin-off of the Qucs cross-platform circuit simulator (which
uses its own simulation kernel Qucsator). "S" letter indicates SPICE.

The purpose of the Qucs-S subproject is to use free SPICE circuit
simulation kernels with the Qucs GUI.

Qucs-S is not a simulator by itself, but it requires to use a simulation
backend (Ngspice is recommended).
