d765f5df76 Bump all ruby ports not already handled.
In the upgrade from ruby 1.8.6 to 1.8.7, the PLISTs changed
due to differences in how RDoc processes files.

This also has a number of changes to the regress tests to
work with the changes to devel/ruby-rake.  It moves most of
the regress tests to use MODRUBY_REGRESS.

f15bb48241 update ruby-rails (and associated ports) to 1.1.6
This fixes a security vulnerability in rails, permitting the evaluation
of Ruby code through a URL.

b39884390c Initial import of ruby-actionmailer 1.2.1
Action Mailer is framework for designing email-service layers. These layers
are used to consolidate code for sending out forgotten passwords, welcoming
wishes on signup, invoices for billing, and any other use case that requires
a written notification to either a person or another system.

Additionally, an Action Mailer class can be used to process incoming email,
such as allowing a weblog to accept new posts from an email (which could even
have been sent from a phone).
