ebf751b927 Update gettext to 0.20.1.
Follow the upstream recommendations for packagers and switch to
multi-packages:
devel/gettext       -> devel/gettext,-runtime
devel/gettext-tools -> devel/gettext,-tools
(new)                  devel/gettext,-textstyle

4cb6cc61c4 Replace urls using alioth.debian.org
They replaced it with a gitlab hosted on salsa.debian.org and they
provide alioth-archive.debian.org for the source archives, but
they didn't move everything there.

adfe0960ab Move BUILD_DEPENDS+=devel/gettext-tools out of the gettext module and
into those ports that actually require it.

one HTTP/FTP connection per download and each connection transfers its
own, separate, part of the file.
