* META info fixed upstream

* /usr/local/ocaml/site-lib/batteries/ocaml is a script, not executable
* Fix toplevel help system
The path to the documentation is hardcoded at build time.
Therefore DOCROOT may not be prefixed by WRKINST at build time.
