1ab89bbaaa make the idoutils package more useful; tested with PostgreSQL. 
- have idoutils depend on libdbi-drivers-mysql-*|libdbi-drivers-pgsql-*
with a default of pgsql if neither are installed

- install db build/upgrade scripts

- add an rc script for ido2db
