20478376fc Update to gtk-doc-1.13.
This only fixes the gtk-doc tarball target which we don't care about,
but I took as an opportunity to enable and fix regression tests.

2b9e3c93a5 - update gtk-doc to a less ancient version (1.10)
- specify license version
- use gnome.port.mk
- remove unndeeded patch by linking scrollkeeper-update to /usr/bin/true

tested in a bulk build by me

7ee7780854 import gtk-doc-1.4.
GTK-Doc is used to document C code. It is typically used to document the
public API of libraries, such as the GTK+ and GNOME libraries, but it
can also be used to document application code.
