13371b2273 fix some subtle breakage which manifested itself in a various ways of 
ctfconvert (libdwarf) being unable to determine the relocation size
and not recognizing Elf64. this also unbreaks dwarfdump.

the 6th stage of debugging is strong with this one

0f16a7b099 Import libdwarf-20160115. 
Library to access the DWARF debugging file format which supports source level
debugging of a number of procedural languages, such as C, C++, and Fortran.
See http://www.dwarfstd.org for DWARF specification.

It also provides the dwarfdump tool.
