import xulrunner 1.9, and implement infrastructure for multiple
...
xulrunners. this was necessary for smooth migration, since we want
plugins work for mozilla 1.8 branch too (seamonkey, thunderbird);
they are upwards-compatible if built against 1.8. however, some
new applications started to depend on 1.9, and also other (non-plugin)
apps will start to migrate so that the old xulrunner can go away
requested by many; bulk build & pkgpath & bump done by sthen@

- update to 0.99.20
...
- unbreak group setting; Cherokee assumed a fixed size 1k buffer for
getgrnam_r which is insufficient on some OS, including OpenBSD. symptom
was that group setting resulted in ERANGE. This just bumps the buffer
to 8k which isn't a perfect fix, but serves our purposes for now;

for more discussion.

tweak SUBST_VARS so that nodeaccess won't match DRUPAL_LOCALE (oops)

maintainer usability: some targets are usually not invoked recursively,
...
but they can (sometimes) be useful: add DANGEROUS knob to prevent running
them accidentally, but allow people to run makesum/update-plist/update-patches
recursively.

- remove hacks to force boost to use threads now that libstdc++ thread

safety has been enabled in gcc3 & libstdc++
- correct detection of thread support in libstdcpp3.hpp
- correct multiple defined T_DIVIDE
- use threads for python.jam
