- make use of multiple MASTER_SITES

- remove deprecated variables
- remove workaround for texinfo install-info bug
- correct filename of ispell info page, ispell -> ispell.info
- add SHA1 and RMD160 checksums for francais-IREQ-1.4.tar.gz
- stop installing ispell.el to share/emacs/site-lisp, since the one
coming with emacs is newer

- use ${WRKDIR} as yacc TMPDIR
- echo -> ${ECHO}
- add semi-official patch to handle HTML files
- fix ispell.texinfo so makeinfo does not choke on it
