Disable talk/write to terminal and comsat messages during ICB session;
...
Do not delete ${PREFIX}/lib/icbserverdb during pkg_delete,
notify user to do it manually instead;
Do not overwrite ${PREFIX}/lib/icbserverdb if already exists.
