Initial import of ircd-hybrid-7.2.3.

This is ircd-hybrid, the highly modified (and hopefully improved)
variant of the original ircd program by Jarkko Oikarinen.
Tested by Alex Popov, Sebastian Trahm, okan@ and sthen@. Thanks!
